SUMMARY OF THE POSITION
Reporting to the Director of Public Health (PH), the incumbent is an expert responsible for ensuring the implementation of evidence-based approaches focusing on health determinants. The advisor supports the Director and all PH managers in developing, coordinating, and aligning plans, programs, and procedures to ensure the department achieves its goals. This involves close collaboration with the Cree Board of Health and Social Services of James Bay (CBHSSJB) directions, the Ministry of Health and Social Services of Quebec (MSSS), and relevant provincial forums.
The incumbent also aids the management committee in linking CBHSSJB strategic priorities with the regional PH action plan. Additionally, the incumbent organizes and leads activities as requested by the director, including chairing the management committee and other relevant committees identified by the Director.
Exigences
REQUIREMENTS
Education and Experience:
- Bachelor degree in science, social science, psychology or another appropriate discipline.
- A master’s degree in an appropriate discipline is an asset.
- Three (3) years of relevant programming experience, ideally in a health or social setting or public organization.
Knowledge and Abilities:
- Knowledge of Cree culture, traditions, communities, and social/health issues in Eeyou Istchee;
- Very good understanding of the different continuums and trajectories of services offered in different service programs concerned (general social services, public health);
- Ability to integrate Eenou/Eeyou (Cree) culture, values, traditions and teachings into programs and services;
- Knowledge of First Nation health/social service models, trends and issues;
- Ability to both manage the planning and development of new initiatives and programs;
- Have a client-centric approach;
- Able to prioritize and work under pressure;
- Demonstrate a high tolerance for ambiguity; strong leadership and teamwork skills; creativity and innovative thinking;
- Excellent interpersonal and organizational communication;
- Demonstrate an ability to create multiple partnerships and build partner buy-in;
- Recognized clinical leadership (an asset);
- Ability to adapt and consult;
- Excellent communication skills, both listening, written and presentation;
- Ability with administrative computer applications, including Microsoft Office.
LANGUAGE
- Fluent in English;
- Fluency in Cree an asset;
- Fluency in French is an important asset for representing the organisation on provincial tables.
OTHER
- Willing to travel.

SPECIFIC FUNCTIONS
- Oversees the development of strategic documents such as the Public Health (PH) regional action plan, in collaboration with the Director of Public Health and with the PH management committee.
- Provides strategic planning expertise to the PH management committee.
- Supports the Director of Public Health in identifying needs and prioritizing requests within the plans of managers and employees, providing recommendations, as necessary.
- Supports the development and coordination of PH plans, programs, and interventions, ensuring alignment with the Strategic Regional Plan (SRP).
- Proposes and promotes PH approaches that are evidence-based and that focus on health determinants and Indigenous strength-based methods.
- Collaborates closely with PH managers to develop comprehensive program/project plans that adhere to best scientific practices in public health and that embrace Indigenous strength-based approaches.
- Facilitates and collaborates with committees addressing determinants of health, actively contributing to discussions and initiatives.
- Ensures pertinent insights and findings from committees are effectively communicated to the PH management team and to the Director of Public Health for informed decision-making.
- Ensures managers have up-to-date information on the organizational structure.
- Provides updates on selected PH targets as identified by the Director of Public Health.
- Collaborates closely with the Public Health Advisor to design, participate in, and implement effective public health initiatives, aimed at strengthening connections with current and future services.
- Coordinates the PH management committee ensuring participation of all managers.
- Develops and executes strategies to improve collaboration and communication within the PH management committee, fostering a cohesive and effective team environment.
- Animates/facilitates ad hoc strategic meetings at the request of the PH Director.
- Provides advice to managers of all levels about CBHSSJB structures and expertise.
- Represents the direction at provincial administrative PH tables and meetings.
